“We hold the resources of our country as a trust. They ought to
be used for the benefit of the present generation, but they ought
neither to be wasted nor destroyed. The generations to come also
have a vested interest in them. They ought to be administered for
the benefit of the public. No monopoly should be Jormitied which
would result in profiteering, nor on the other hand should they be
indiscriminately bestowed upon those who will unwisely permit them
to be dissipated. These great natural resources must be administered
for the general welfare of all the people, both for the present and for
the future. There must be both use and restoration. The chief pur-
pose of this conference is to discover policies which will, in the hands
of private individuals and of public officers, tend to further advance-
ment of this already well-defined and securely adopted principle.”
