The work of propaganda for instructing the general public 
in the social and domestic importance of illumination has been 
undertaken on uniform principles and community of ideas. 
An example of this branch of work is furnished by the Osram 
Light House in Berlin. 
A special organisation for the formulation of the necessary 
conditions, and for carrying the agreement into effect has been 
formed in the Phoebus Company at Geneva. All rights and 
powers necessary for the management and execution of the 
rules governing the agreement are vested in this body.
