Whatever additional funds can be found for the development of coloured education will, 
the Commission believes, be wisely spent on establishing new schools, providing much-needed 
accommodation for subsidy-earning pupils, appointing additional teachers, and improving 
—in the larger urban areas at least—the conditions of service of teachers. 
Whatever steps may be taken towards ameliorating the existing conditions, the Com- 
mission. hopes that the suggestions and recommendations contained in its report will be 
found helpful in the solution of this important national problem. 
It now rests with the Provincial Administration to take the necessary action.
