THE BELGIAN CONGO in 1908
The Association gave its adhesion to the Act of 1885, and
proclaimed the neutralization of its territory. The Belgian
Legislature granted Leopold II permission to become sover-
eign of the new state; and the transformation of the Asso-
ciation into the Independent State of the Congo was
officially proclaimed in the summer of 1885.1
