between the warehouses or industrial centres of a port
and the waterside are quite inadequate for the needs of
modern times. Docks and quays at the older ports are
located in densely populated areas which have enveloped
them to such an extent as to render it difficult, if not
impossible, to effect the necessary improvements without
an enormous outlay. In laying out any new dock system,
therefore, this fact should be borne in mind and adequate
allowance should be made for the development of traffic
in the future. The congestion which characterizes the
road approaches to some of the docks at the port of London
has been the subject of long and bitter complaint, and
only inability to finance the considerable enlargements
which are obviously required has prevented the matter
from being dealt with until now, when it is receiving
Government attention.
