APPENDIX. (d) If such owner or occupier to whom such requisition is made shall fail to complete such action within the time so specified, he shall be guilty of an offence and shall on conviction, be liable to a fine not exceeding Shs. 2,000 or in default of payment thereof to imprisonment of either description for a term not exceeding three months.’ ITI. QUARANTINE REGULATIONS. The word ‘‘ quarantine *’ is usually associated, in the minds of many people, with something unpleasant, but plant quarantines are as a rule only means of regulating the movement of plants. ~ The Director of Agriculture may prohibit the movement within the Colony of any plant or seed which is diseased or which he may suspect of being diseased or likely to spread disease and he may prohibit for any prescribed period the growing of any plant or crop or variety thereof which he may consider likely to. hinder the prevention of the spread and the proper control of any disease or pest. Until recently, there has been no need to have any such quarantine but with the spread of mealy bug on coffee and the presence of mosaic disease on sugar cane in one of the sugar growing areas, the following notices regarding the movement of these plants, in certain areas, have been gazetted : “ No person shall move or cause to be moved any coffee plant from any of the districts of Ngong, Kyambu, Ruiru, Thika, or Fort Hall to any other part of the Colony or Protectorate : provided that nothing in this rule shall be construed as prohibiting the movement of coffee plants within or between the districts mentioned in this roles’ “ In view of the existence of mosaic disease on a number of farms in the Nyanza Province I hereby prohibit the movement of sugar cane or any part thereof from any farm situated within limits defined in the schedule hereto. Provided this prohibition shall not apply to: (a) sugar cane in transport direct to a mill for crushing. (b) sugar cane of the variety ‘ Uba.” 20Q
