APPENDIX. 11. RecurATIONS GOVERNING PLANTATION INSPECTION. An Inspector may enter upon any lands, nurseries or other places where he has reason to believe there is any pest or disease or where he has reason to believe there is any plant or seed which may prevent the proper control of any pest or disease. A Plantation Inspector was appointed and took up his duties in July, 1924. His duties comprise (a) actual inspection work, (b) the collection of information required for the improvement or alteration of the regulations, (c) the enforcement, when necessary, of the clauses of the regulations dealing with the control of pests and diseases, (d) the acquiring, for the Scientific Officers of the Department an index of the prevalence of pests and diseases and the loss caused thereby. As with Plant Import Inspection so it should be with Plantation Inspection, such work ought to continue unbroken over a long period of years and ought not to be spasmodic as is apt to be the case where one unit only is available. Since his appointment, the work has consisted, almost entirely, of the Inspection of Coffee Plantations, for which there are special regulations. ““19. An Inspector may enter upon any lands on which he has reason to believe that any coffee bush is growing, for the purpose of inspecting the same. 20. Whenever an Inspector shall consider that any coffee bush is infested with any pest or disease or that the condition of any coffee bush or the state of any land on which any coffee bush is growing is such as may give rise to any pest or disease, he mav:— = Tf such land is occupied, require, in writing, the owner or occupier thereof to take such action with regard to such land or any coffee bush or bushes thereon as he may consider necessary or advisable to control or eradicate any such pest or disease or to prevent the spread of any pest or disease. or b) Tf such land is unoccupied or appears to such Inspector to be unoccupied, treat or destroy any or all coffee bushes thereon, as to him may seem necessary or advisable. (a) Whenever under the powers conferred by Regulation 20 an inspector shall require an owner or occupier to take any particular action with regard to any land or any coffee bush thereon he shall specify a period as may seem reasonable to him within which such action shall be completed. If such owner or occupier shall fail to carry out such requisition such Inspector may cause such treatment or destruction to be carried out at the expense of such owner or occupier. Service of such requisition sent by post to such owner or occupier (or to the manager or person appearing to the Inspector to be the manager of such land) shall be deemed to be good service upon the owner or occupier. 397
