We have in this chapter merely attempted to indicate broadly the nature and extent of the territories lying along the borders of Health Insurance. We reserve for a later chapter our detailed consideration of certain questions which arise from a consideration of the relations of the Health Insurance Scheme to these other activities of the State. 54702
