18. When a vacancy occurs in Class I the appoint- ment is made by the Governor. 19. When a vacancy occurs in Class II a pro- visional appointment is made by the Governor and is reported to the Secretary of State for approval in the next quarterly return under Colonial Regulation 366. 20. The powers of the Governor under the two pre- ceding regulations do not extend to the appointment or provisional appointment of a person not resident in the Colony. 21. When a vacancy occurs in Class IIT the Governor reports it immediately to the Secretary of State. The Governor may recommend a candidate for the appointment, but it must be clearly understood that the Secretary of State may select another candi- date. Any person who is appointed to act in the vacant post should be distinctly informed that he holds the office only until the appointment is con- firmed or superseded under directions from the Secre- tary of State. 22. In reporting a vacancy in Class ILI, the Governor will furnish in duplicate, in the form given in Appendix 1, full particulars respecting the nature and incidents of the Office. 23. In the selection of candidates for vacancies in Classes IT and III, the claims of meritorious public officers in the service of any Colony will generally take precedence of those of persons not already in the public service. 24.
