The CrairMaN. And would influence the price as the tariff laws
now influence the price on imported articles; and was not the tariff
law for that purpose? What is it for, if it is not for that purpose?
And as to the immigration laws, the object is also to influence the
wage scale, the Federal reserve act to influence the rate of interest,
and the numerous other laws we have upon our statute books. So,
if this is price fixing, certainly the other protective laws already
established are. If so, we have been in the price-fixing business for
the last 50 or 60 years, have we not? This is not to fix the price,
but simply providing that the protective laws already established
shall apply to agriculture as they apply to organized industry and
labor. .

Mr. AnpErsoN. Yes; but the point I made, and I still make, is
that you can not do that without fixing the price. I do not think
the tariff law fixes prices, nor that the immigration law fixes the price.

The Cuamrman. If you are determined to call it a price-fixing bill,
my contention is that it is price fixing just the same as other protective
laws we now have; and that the statutes are full of them.

Mr. ANDERSON. I do not agree with that, and that is all I can
say about it.

The CrARMAN. You do not agree with that?

Mr. AnpersoN. No.

The Cuarrman. This bill is to aid the farmers by making the
protective laws already established effective to the farmers. Is that
price fixing?

Mr. ANDERSON. I can not see how you can make the tariff effective
by the provisions of this bill without the board establishing a price
or in some other way determining the price in the contract with the
agencies that are to do this buying and selling.

The Cuarrman. The board has nothing to do with the establishing
of prices. The world prices and the laws already upon the statute
books will determine the price. They have no control of the world
price and would have no control of the price here except as it is con-
trolled by laws already established. We are all agreed that the price
can not be established above the level of the tariff wall. That is
one proposition; and the other is orderly marketing. The board will
determine which one to apply.

Mr. ANDERSON. I gather then that your idea of the operation of
bhis bill is that the price will continue to fluctuate as it does now?

The Cratrman. No; not as now. :

Mr. ANpERSON. Then it will continue to fluctuate?

The CHARMAN. No.

Mr. ANpERsoN. And that the measure of that fluctuation——

The CHAIRMAN. We are doing away with that fluctuation.

Mr. ANDERSON (continuing). Will be the difference between the
world price less freight, plus the tariff.

The CrairMAN. The domestic price will be the world price plus
the tariff and the cost of bringing it to our port of entry?

Mr. ANDERSON. Yes.

The CHAIRMAN. And, of course, we have no control over the world
price, and we will take whatever it may be, on what we export.
That may fluctuate from time to time; there will be fluctuations on
the world market
