THE PORT OF PORTLAND COMMISSION GENERAL OFFICE: 916 Spalding Bldg., Portland, Ore. HISTORY: The Port of Portland was created by an Act of the Oregon Legislature in 1891, its purpose at that time being limited to the creating and maintaining of a channel in the harbor at Portland and in the Columbia and Willamette rivers below Portland of such depth and width as would accommodate shipping of the port. The original Act was amended and revised at various times so as to greatly enlarge the powers of the Port of Portland, and to enable it to adequately finance its operations through the issuance of general obligation bonds.
