Shipping Masters should be authorised forthwith to exclude from the register all seamen who have not been in employment for a period of three years and, to begin with, a seaman should be struck off the register automatically on the expiry of three years from his last dis- charge. The period of three years should be steadily reduced to 18 months, but the latter period may be altered, if necessary, in consul- tation with representatives of shipowners and seamen we 156. Shipping companies should have liberty of choice from men who have been in their employment within a specified period. Government should enquire into the alleged delays between signing on and actual engagement and between discharge and final pay- ment.
