Convention is organized on about the same lines as the Coal Syndicate.

The coal exports to Poland, Russia, Roumania, and Austria-Hungary
 are of great importance. Full accounts of the Silesian Coal
Convention are to be found in the “ Denkschrift iiber das Kartell
wesen ”’ and “ Kontradiktorische Verhandlungen.”
Export competition from outsiders.—Independent concerns have
not, as a rule, exported to any large extent. The Briquet Syndicate
is, however, gradually extending its sales abroad. The question of
distance plays such a great part in coal export that the export business
 is not of great importance as a profitable business and is used
primarily only for dumping a surplus.
Governmental discriminations.—All companies, syndicated or independent,
 are the same before the Unfair Competition Law, etc.,and
a]l receive exactly the same freight rates on the railroads. An attempt
 to strangle the competitor by destroying his local market
will be promptly dealt with under the Unfair-Competition Law.
Can Americans successfully competef—Coal prices in Germany are
sufficiently high to entice American competition. The question of
the possibility of putting coal down in Germany at a price that
would meet the prices of the combination is one which ond require
special study. Offhand, it does not seem feasible.
The Transition Syndicate—In closing I wish to call attention
again to the Transition Syndicate, mentioned above, which has consolidated
 practically all the outsiders which have been mentioned,
even including the State mines, thus Swalyising with its 85 mining
firms what amounts to an absolute monopoly of the entire bituminous
coal production of Germany. The Brown Coal Syndicate is still an
outsider.
