manufacturers to restrict production, such as the agreement between
Le Blanc and Solvay, manufacturers of soda; the agreement between
the manufacturers of carbide of calcium; the agreement between the
manufacturers of chemical fertilizers; the agreement between the
sugar refiners, etc. In other industries there are agreements some of
which were purely temporary, or which, not having met with success,
were abolished after a more or less long period. A cartel for the
sale of wine failed completely in France. It was intended to raise
the low prices of wine, but the efforts of the wine growers were unsuccessful,
 mainly because in one Department alone the production of
certain vineyards was from between 150 to 200 hectoliters (8,968 to
5,283 gallons) per hectare (2.47 acres), while other vineyards a few
miles distant only produced 40 hectoliters (1,057 gallons).
Comptoir Métallurgique de Longwy (Longwy Metallurgical Comptoir).—The
 Comptoir Métallurgique de Longwy* was entered into by
12 of the more important iron and steel producing firms of the Department
 of Meurthe-et-Moselle for the purchase of pig iron manuactured
 by the partners except that used in their own plants or exported
 to foreign countries and its resale in France, in the French
colonies, and in the French protectorates. The comptoir can also
puy and sell pig iron not produced by its members. The paid-up
capital of the comptoir is 120,000 francs ($23,160), each partner contributing
 10,000 franes ($1,930). The number of partners has since
been increased to 18, but the capital remained the same. Its head
offices in normal times are at Longwy-Bas (Meurthe-et-Moselle), but
at present they are located at 7 Rue de Madrid, Paris. The partnership
 was formed for 20 years, from January 1, 1909, to December
31, 1928, but under certain conditions the partners may withdraw.
