While several of the large producers have remained outside the
comptoir, yet it virtually controls the steel and iron beam and girder
industry of France. According to article 1 of the statutes, the comptoir
 is a selling agency for France, its colonies and protectorates, of
steel and iron shapes, beams, ordinary and wide-flanged joints and
channels manufactured by its members. Its sales in normal times
amount to about 400,000 tons yearly.
Each member company has its quota fixed by the board of directors
 in accordance with the producing capacity of its plant, but
subject to proportionate increase or decrease in accordance with the
requirements of the comptoir.
All the members are free to manufacture larger quantities of their
products than are actually required by the comptoir, but at their
own risk. The members can not sell to the home or colonial trade except
 through the comptoir. Co }
Sales are conducted on a commission basis, the collections being
made by the comptoir and the amounts handed oyer subsequently to
the firm from which the goods were obtained with the commission
deducted. If, however, the amount of commissions collected is more
than enough to defray the general expenses of the comptoir, the
balance is returned to the members pro rata.
