ArTicLE 7: The association shall establish a joint tea association (Rengo
Kaigisho) in each Province or Prefecture at a convenient place for its purpose
of unification between them, and also shall establish a central tea association
(Chuo Kaigisho) at a convenient place in the whole country for the promotion
of tea trade with foreign countries.
ArTIcLE 8: Within the regulations stipulated herein, the association shall
make respective agreements among associations for the. transaction of their
business affairs.
ARTICLE 9 (a): The agreements and budget of associations shall have the
approval of the governor of the Prefecture concerned, and those of the central
tea association shall have the approval of the minister of the department of
agriculture and commerce; provided that, when all or a certain number of associations
 in more than two Provinces or Prefectures deem it necessary to join
and make special agreements, they shall submit said agreements to the minister
of agriculture and commerce in order to obtain his approval.

SEcTioN II.—The association members.

ArTicLE 10: No association member shall be allowed to do any money-making
business in the name of the association.
AxrTICcLE 11: Association members shall observe the agreements of assoclations,
 and members of the joint association in more than two Provinces or
Prefectures shall observe the joint agreements thereof, and also they shall
have the obligations to bear their respective expenses; the rate of their responsibility
 and the means of collection shall be fixed by the agreements.

SEcTION V.— Agreements.

ArticLE 37: The agreements of each association shall be determined by the
committee appointed out of the members of the respective associations, acrording
 to the following items:
The location of the association.
The certificates of the association members.
The means of supervising impure and unwholesome tea.
Means of election of officers.
Means of handling persons who enter and withdraw from the association.
Means of assessment for expenses, collection, and outlay.
Means of punishment of violators of the agreements.
Other conditions necessary according to the ruling circumstances of the
associations.
ARTICLE 38: The agreements of a Joint tea association shall be determined
by the council thereof according to the following items:
The location of the joint tea association.
Means of improvement of teas and enlargement of sales.
The means of correcting evil practices exercised in the manufacture and
yale of tea.
The means of managing the affairs regarding respective associations and
arbitrating difficulties and troubles among them.
The means of election of the members of a joint council and the officers
thereof.
Rules relating to the joint council.
The means of punishment for violators of agreements.
The means of assessment for expenses, collection, and outlay.
Other conditions necessary according to local circumtances.
ArTicLE 39: The agreements of the Central Tea Association shall be determined
 by the council thereof according to the following iteins:
