The means of planning out the development of tea trade with foreign
countries.
The means of investigating the actual conditions of tea business at home as
well as abroad and reporting the same.
The means of election of the members of the central council and the officers
thereof.
Rules relating to the central council.
The means of assessment for expenses, collection, and outlay. :
Other conditions deemed necessary by the central council.

SECTION VI.—Punishments.

ArticLE 40: Violators of articles 2, 9, 10, and 11 of the regulations shall
be liable to a fine of not less than 2 yen and not exceeding 25 yen.
The above is the law under whose provisions the various tea
guilds throughout the country are organized. There are, it will
be seen, three classes of guilds; the local guilds, the provincial or
prefectural guilds, composed of members elected from the local
guilds; and the Central Tea Guild or Association, which is formed
From the provincial or prefectural guilds, called joint tea associations
in the law.
Agreements of the Central Tea Association—The agreements of
the Central Tea Association, or Central Tea Guild, as revised in
1913, are, in part, as below:
Section I.—General rules.

ArtIcLE 1: The Central Tea Association shall carry out the following bustaess
 for the purpose of developing the foreign tea trade:
1. The ways and means for the enlargement of sales of tea abroad.
2, The means of improvement for manufacturing teas.
3. The unification of joint tea associations and the associations in the
Province or Prefecture where the joint tea association is not located.
4. The inspection of teas.
5. The investigation of the demand and supply of teas abroad.
6. Compiling and distributing statistics, yearly and monthly reports, and
various other prints regarding tea business.
7. Other necessary business.
ARTICLE 2: The Central Tea Association shall establish its office at No. 10
Sojuro-Cho, Kyobashi-ku, Tokyo, and a branch at Shidzuoka.
Article 3: The fiscal year of the Central Tea Association shall begin on
April 1 and end on March 31 in the following year.
ArTICLE 4: These agreements can not be altered or repealed unless more than
two-thirds of the attending members at the central council consent.
SEcTION IL.—Means of enlargement for sales of tea.

Article 5: The Central Tea Association shall carry out the business stipulated
 in Nos. 1 and 5 of Article I by establishing branch offices at important
localities in, or by means of dispatching a commissioner to, the foreign
countries,
ArricLe 6: The Central Tea Association may practice the advertising in
newspapers and the magazines for the enlargement of sales abroad, and also
the distribution of sample teas.
ArTicLE 7: The Central Tea Association may appropriate a certain amount of
temporary subsidy to tea rooms abroad and to such organizations established
for the enlargement of sales.

Section III.—Means of unification and connection.

ArricLE 8: A Joint tea association and tea associations in the Province or
Prefecture where a joint tea association is not located shall investigate the
following items in their districts and make the report every year to the Central
Tea Association:
