192 REPORT ON COOPERATION IN AMERICAN EXPORT TRADE,

1. The number of members of the tea associations and respective acreage
ander cultivation of tea plants on the 31st of May. .
2. The kinds of teas manufactured, the quality of production, and the prices
of each kind, for the whole year.
8. The kinds of teas sold to the foreign tea merchants by the natives, their
guantity by pounds, number of packages, and the prices paid for each kind,
for the whole year.
4, The kinds of teas exported to the foreign countries by the natives, the
exporters’ names, and the quantity by pounds, number of packages, and the
prices of each kind and the exporter, for the whole year.
5. The market conditions of the tea trade during May, June, and July.
6. The financial statement for the following year, and the work record during
the preceding year of the joint tea association or the tea associations.
7. The altering or repealing of the agreements of a joint tea association, or
respective tea associations under its control, or the tea associations in the
Province or Prefecture where a joint tea association is not located, the measures
 taken against violators of the agreements, and also the outlines of facts
of the arbitration of troubles.
B. The other important affairs regarding tea business.
The final term for the reports shall be as follows: The last clause No. 1, on
the 31st of July; Nos. 2 to 4, on the 31st of January of the following year;
No. 5, on the thirtieth day after each month mentioned is passed; the outlines of
facts of the alterations of the agreements of No. 7 on the fifteenth day after
they are acknowledged by the governor or reported to the same; the punishment
 for the violators of the agreements in No. 7, and the outlines of the
facts of the arbitration of troubles on the thirtieth day after the violation or the
trouble occurred.

SectioN IV.—Supervision and inspection of teas.
ArticLE 9 (a): The tea men are prohibited from manufacturing or dealing
in such teas as are mentioned below:
1. Imitation teas made of leaves of a different plant or mixed with genuine
tea as such.
2, Teas mixed with sand purposely in order to increase the weight and
capacity.
8. Salted or decayed teas, or such teas refired or mixed into genuine teas
with such.
4. Teas manufactured with sticky or coloring matters on leaves, or mixed
into genuine teas as such.
5. Teas polished and faced with substance or mixed into genuine teas as such.
8. The imitation * zin,” made of tea dust. or mixed with genuine teas as
such, :
7. Green teas dried without using a heat of fire, or mixed into genuine teas
as such.
8. Brick teas mixed with sand, or incompletely pressed.
D. Teas containing moisture more than 6 per cent of the whole quantity.
10. Teas similar to each clause mentioned above.
ArTiCLE 9 (b): No members of a tea association shall be allowed to keep
any coloring or facing matters to be used on teas in their own shops, factories,
or tea storing places after the 1st of April, 1912.
ArticLE 10: The Central Tea Association shall establish tea-inspecting offices
at necessary places through the resolution of the central council.
ArTIcLE 11: The packages of teas brought from several places in the country
besides Formosa, Sakhalin, and Korea into the places where the tea-inspecting
office is located must be strong in packing and have the gross weight, tare, and
net pounds described on each package, and the invoice with the total of each
lot describing the gross weight, tare, and net pounds shall be attached; provided
 that, as to the tea packages in jars, the invoice with the gross weight,
tare, and net pounds described in each package shall be attached.
ArTicLE 12: The tea-inspecting office must inspect teas other than refired
teas brought from places besides Formosa, Sakhalin, and Korea to the teainspecting
 office, and also brick teas for export to foreign countries, and is
required to investigate the tea market every month and make a report to the
president of the Central Tea Association, and in case the tea described as
refired tea is in doubt, or the refired tea is judged to fall under either clause
of article 9, such teas may be Inspected.
