ARTICLE 13: The tea-inspecting office shall give a certificate for the teas
inspected, except those objectionable under either clause of article 9.
The quantity by pounds and the percentage of dust contained in tea packages
may be mentioned in the certificate.
ArTICLE 14: When the chief tea inspector or tea inspectors discover teas
objectionable under either clause of article 9, they shall seize the same and
report the details of the fact to the president of the Central Tea Association,
the owners of the teas seized, and the joint tea association concerned, or the
tea association in the Province or Prefecture where a joint tea association is
not located.
In case the owners of such teas seized make protest against the seizure, they
may present the details of the protest to the president within 14 days after the
day notified.
The president shall take proper proceedings after obtaining the views of the
chief tea inspector or the tea inspectors who made the seizure, showing them
the details of the protest. In this case the president shall report the facts of
his decision to the respective joint tea association or to the respective tea assopiation
 in the Province of Prefecture where a joint tea association is not
located.
ARTICLE 15: When the chief tea inspector or tea inspectors discover tea
nackages on which the cargo tickets fixed by the joint tea association or tea
associations are not used, or such tickets are re-used, they shall seize said
packages and report the details to the owners of such teas and the joint tea
association concerned, or the tea association in the Province or Prefecture
where a joint tea association is not located, and on their request proper proseedings
 shall be taken. It is, however, provided that in case the owners of
the tea seized or their agents put the cargo tickets on and offer security for
indemnity determined by the chief tea inspector or tea inspectors for the violalion
 of the agreements the seizure shall be discharged.
The chief tea inspector or fea inspectors shall secure the details relating to
it and report it to the president without delay.
ARTICLE 16: The officers of a tea association, a joint tea association, and the
Central Tea Association, and the chief tea inspector, tea inspectors, tea examners,
 and the other staff connected with the inspection of teas can inspect
personally at any time the tea belonging to or in charge of a member of a
respective tea association; provided that in this case, they shall carry with
them certificates showing their authority.
When deemed necessary in the above case they can take away without compensation
 such teas, the imitated teas, or coloring or facing matters on teas
needed for inspection.
The tea association members can not refuse such a personal inspection or an
act of taking away as mentioned in the above two clauses.
The stipulations of the last two articles shall respectively apply in case of
personal inspection under the first clause by the officers of the Central Tea Association
 or the staff connected with the inspection of teas.
ArTIcLE 17: The inspection of teas at the tea-inspecting offices shall be made
in each lot of packages according to the following rates; the special cases
excepted: ¢
Packages less than 10, 1 package.
Packages more than 10 and less than 50, 2 packages.
Packages more than 50 and less than 100, 8 packages.
Packages more than 100 and less than 200, 4 packages.
Packages more than 200 shall be increased by 1 package for every 100 added.
ARTICLE 18: The various rules for the inspection of tea shall be made by the
president with the consent of the council.
ARTICLE 19: The tea-inspecting offices shall not be liable for damages to tea
packages while they are in charge of the officers.

Section VI.—Council.
ARTICLE 26: The central council may have sessions of two kinds, namely, the
regular and extraordinary meetings.
The regular meeting is to be held in January once a year; provided that the
president may change the time under a resolution passed at a meeting of the
councilors.
