194 REPORT ON COOPERATION IN AMERICAN EXPORT TRADE,

The extraordinary meeting 1s to be held in the following cases:
1. When the president deems it necessary.
2, When more than three of the councilors or more than one-fifth of the memhers
 of the central council request a meeting, showing the purpose of the council
and the reason for convening it.
ARTICLE 27: The central council shall be convened by the president, and notice
 shall be sent at least 15 days prior to its assembling, to all the members
of the central council, with the date, time, and place of the meeting.
ARTICLE 28: The term of office of the chairman and the vice chairman of
the central council shall be three years.
ARTICLE 29: The traveling expenses and the board and lodging of the members
 of the central council shall be paid by this office, the said amount being
determined by the council,

Section VII.—Finance.
ArTicte 80: The president shall determine the budget for every fiscal year
ander a resolution of the central council.
Items of the budget can not be interchanged and appropriated to other uses.
In case circumstances require an emergency appropriation, it can be allowed
by a resolution at a meeting of the councilors; provided that, in this case, a
report shall be made to the minister of the department of agriculture and commerce
 after the resolution is passed and shall be put into the hands of the next
council (central) for its acknowledgment.
ARTICLE 81: The total amount of pro rata assessment and the assessment of
the Central Tea Association shall be used for the expenditures of the association.

The amount of the pro rata assessment shall be assessed to the tea assoelations,

The assessment shall be made for the tea packages brought from other
places in the country besides Formosa, Sakhalin, and Korea into the places
where the tea-inspecting offices are located, and also for the tea packages for
pxport abroad from the places where the tea-inspecting offices are not located,
and also for the packages of brick tea for export abroad; provided that, accord-Ing
 to the kinds of tea, the assessment prescribed herewith in this article may
not be collected by a resolution of the central council.
The standard for the collection of pro rata assessment and the amount of
the assessment for one package of tea shall be fixed in the budget every year;
provided, as to the assessment, in case brick tea exceeds 160 kin and other
kinds of tea 110 kin, they shall be assessed as two packages.
ARTICLE 32: The assessment for the imported tea packages as stipulated in
the last article shall be paid by the consignee, in case he is a member of a tea
association, otherwise by the consignor.
ARTICLE 33: The pro rata assessment shall be paid twice a year, on the last
day of September and of March, unless the day of payment is fixed by the
president; provided that, if a joint tea association for convenience makes the
proposition to bear the total sum of the pro rata assessment of the tea associations
 in its control, it can take the place of them by offering on the same appointed
 day for each half of the year the money for the pro rata assessment.
ARTICLE 34: The assessment shall be collected by the tea-inspecting offices,
and shall be paid on or about the 20th day of the month for packages of teas
Imported from the 1st till the 15th of each month, and on or before the 5th
of the following month for tea packages imported from the 16th till the end of
the month, unless the day of payment is fixed by the president.’
ARTICLE 35: When the teas inspected at the place where the tea-inspecting office
Is located are turned over to places in the country besides Formosa, Sakhalin,
and Korea more than 20 days after inspection, the inspecting office thereof shall
pay back two-thirds of the collected amount of the assessment for such tea
packages according to the last several articles, and in case the collection has
not been finished, shall collect the one-third of the amount to be assessed and
collected according to the last several articles; provided that, in case the account
 may happen to have an amount below “sen,” the amounts not reaching
five shall be omitted, and the amounts above five shall be entered as * sen.”
