Section VIII.—Punishments.

AxrTtrcie 37: When persons violate the provisions of article 9, second clause
of article 9, or third clause of article 16, an indemnity of not less than 20
yen and not exceeding 1,000 yen shall be collected by the president of the
Central Tea Association or the president of the joint tea association to which
they belong, or the chief of the tea association to which they belong, and the
articles connected with such violation shall be thrown away or dealt with
properly, and the president of this office shall collect an indemnity of not less
‘han 3 yen and not exceeding 500 yen from the violators of other provisions,
and shall charge them in accordance with the circumstances. ,
The president of either the central or joint tea association or the chief of the
tea associations who take such measures as mentioned above shall report the
Jetails of the fact immediately to the tea associations, the joint tea association
concerned, or the Central Tea Association.
The indemnity connected with the violation of the first. clause shall helong
to the ny association, or the joint tea association, or the office that dealt
with such,

Section IX.—Miscellaneous rules.

Agreements of the Shidzuoka-Ken Joint Tea Association.—The
Shidzuoka-Ken Joint Tea Association is the most important member
of the Central Tea Association. Its agreements (revised 1914) are,
in part, given below:

Section 1.—General rules.

ArTicrE 1: The Shidzuoka-Ken Joint Tea Association shall have its office at
229 Otemachi, in the city of Shidzuoka.
ARTICLE 2: The members of a tea association shall carry with them the
certificates given by respective associations, and in case deputies are employed
 the deputies also shall carry with them their certificates when they
travel and deal in teas.
ArticLE 8: Even the tea men of other Provinces or Prefectures, when they
are engaged in business in Shidzuoka Prefecture, shall enter the association.
ARTICLE 4: The standard teas shall be settled in this office according to last
year’s teas and, after the approval thereof by the governor, shall be made
public by the end of March; provided that the detailed rules relating to the determination
 of the standard teas are to be settled separately.
ArTicLE 5: The tea inspection business shall be intrusted to and carried out
by the chief of each tea association, or this office shall conduct the same.
ArticLe 6: The disposal of the unwholesome and impure tess mentioned in
these agreements and the punishment for the violators of the agreements
in these respects shall be carried out by the chief of the association where the
violation occurred; provided that the disposal of teas imported from other
Provinces or Prefectures and colored teas shall be carried out by this office.

Section IL.—Manufacture and dealings.
AxrTIcLE 8: The members of a tea association shall be prohibited from manufacturing
 or dealing in the following teas:
Teas below standard.
Teas dried in the sun, smoked by charcoal, roasted in pan, or prepared in a
metallic tea roller, excepting the teas prepared by using a metallic roller with
the sieve above No. 50 till the middle of the heating process, those prepared by
the improved machine with an aluminium roller and also those prepared by
hot-air furnace.
Teas made in a8 machine in such a way as to be exposed to the direct flame
of fire,
Teas made in a cylindrical tea-leaf moistening and drying machine, commonly
called “ peanut roaster,” and in similar ways, excepting when the process is im-
