proved by use of the hot-air furnace. Besides the above, such unwholesome
and impure teas as are deemed unhealthy to the human body or injurious to
nonest dealers.
ArTICLE 9: Persons who manufacture teas by means of machines shall do so
in accordance with the following provisions:
1. Persons who use tea-manufacturing machines shall give a statement of the
kinds and number whenever they buy or borrow machines of the Joint Tea
Association through the tea association to which they belong, and in case the
ase is suspended, the association shall be notified of the fact. .
2. The quantity of steamed leaves to be put into a machine shall not exceed
the fixed quantity for which the machine is qualified, but the fixed quantity
may in some cases be determined by this office.
8. An iron plate, porcelain lined or zinc plate, or similar equipment on the
roller of the preparatory rough-rolling machine shall not be used, but the plate
shall be changed and laid with bamboo or a thin wooden board.
¢. To prevent the scorching of teas, the plate shall be kept clean by sweeping
it and taking off stuck things whenever the steamed leaves are put in.
5. The rolling part of the machine must be washed daily while in use, and
the stuck things must be taken off.
8. Using machines deemed unsatisfactory by this office shall be prohibited.
ArticiE 10: Putting raw leaves on the floor, or exposing steamed leaves or
the rolled teas on the roadside or under the eaves of a house where the dust
an easily be mixed with them shall be prohibited.
ArricLE 11: The manufacturers of teas shall be required to have a drying
furnace made with a capacity of more than three against ten of the heating
furnace (two against one tea manufacturing machine), excepting when ansther
 drying process is used.
ARTICLE 12: Mixing the new teas made prior to the 30th of May with the
old teas reserved, or making dishonest packings, or mixing the teas with dust
shall be prohibited.
ArtICLE 13! In the case of teas to be exported to other Provinces or Prefectures,
 as well as to foreign countries, the tea association members shall be
required to place prominently on the packages the following cargo tickets
issued by this office:
Red cargo tickets—for the teas to be shipped to an open port.
Exporting cargo tickets—for the teas packed for export to foreign countries.
Blue cargo tickets—for the teas to be shipped for the home trade, including
Korea and Manchuria.
ARTICLE 14: Teas shall be packed for shipment in chests, tin cans, and brown
double paper bags; provided that the use of a cloth bag is allowed only in
dust teas.
Article 15: Teas for export from the prefecture shall be packed in chests,
except in the following kinds of teas:
The rare teas, early picked and manufactured, packed in quantities of less
than 8 kamme.
The dust teas and “ Kawayanagi” tea.
The teas to be directly transported to one’s own refiring factory.
ARTICLE -16: The capacity of a tea chest for transportation from this prefecture
 to another province or prefecture shall be limited to not more than 6
cubic shaku and 5 bu, and packages for shipment to points within the
prefecture shall be limited to not more than 16 kamme in capacity; provid-Ing
 that teas exported abroad shall be packed in such usual method as has
been previously adopted.
Section IIL.—Supervision and inspection.

ARTICLE 17: Several tea inspecting offices and inspectors shall be established
at places necessary for the supervision of teas; provided that the location
of the inspecting office and the number of inspectors and also the appointment
and discharge of same shall be determined by the president.
Artic 18: The inspectors shall oversee the work of the tea association
members, and in case violations of the agreements should appear, notice of
the details of the circumstances thereof shall be sent to the tea association
concerned ; provided that, in case of the violation of article 13, notice shall
also be sent to this office.
Article 19: When the inspectors discover teas of the qualities stipulated
in article 9 of the agreements of the Central Tea Association, and article 8 of
