the agreements of this office, they shall hold such teas in seizure and immediately
 notice shall be sent to this office or to the tea associatiofr concerned,
with samples of the teas seized; provided that, in case the chief of the tea
association concerned and the inspectors differ in their findings as to the seized
articles, the president of this office shall have the power of giving final decision
thereon.
ARTICLE 20: The members of a tea association can not refuse to permit inspectors
 to inspect teas and to enter the factory or storing places when deemed
necessary.
ARTICLE 21: As to the teas seized by the inspectors, this office shall have no
responsibility for any indemnity for charges accrued against the articles, for
damages sustained by the packages, or for loss caused by the fluctuation of
the market price.

SECTION IV.—Arbitration of difficulties.

SECTION V.

ArTIcLE 26: The regular council meeting shall be Leld in February every
year, and a special meeting shall be called at the will of the president or by
the proposal of more than one-half of the members; provided that, in some
vases, the date of the meeting can be changed.
ARTICLE 27: The following are the items to be discussed at the council:
First clause. To give answers to inquiries by the Government regarding the
tea business, and to make petitions and proposals to the authorities. ’
Second clause. To plan out the means for the improvement and progress of
the tea business and also for the enlargement of sales of tea.
Third clause. Matters regarding the agreements of this office.
Fourth clause, The budget of this office. ‘
Fifth clause. The examination of the work record and the financial statements
 of the previous year.
ARTICLE 28: The term of the counci. shall be five days for the regular meet-Ing,
 and two days for a special meeting; provided that, in some cases, the duration
 may be prolonged or shortened.
ARTICLE 29: Seven members of the standing committee and one finance superintendent
 shall be elected by the members from among their number; the
standing committee shall consult with the office regarding the carrying out
of the important business policies, and shall assume responsibility therefor,
and the finance superintendent shall make examination of the finances, and
when deemed necessary he may call for the advice of the standing committee.
ARTICLE 30: From each respective tea association the following definite
aumber of members of the council shall be elected and shall present themselves
at the council meetings:
