ArTicrE 81: The membership is limited to those qualified in either of the
following capacities at present and in the future:
Persons who own or cultivate more than 8 tanbu of tea gardens.
Persons who manufacture more than 3,000 kin of tea.
Persons who deal in tea to the extent of more than 20,000 kin.
Section VI.—Offices.

SEcTioN VII.—Punishments for violators of agreements.
aie 38: Members who violate article 2 shall be liable to a penalty of
sen.
ARTICLE 39: Members who violate article 8 or cause their employees to do so,
whether knowingly or not, shall be liable to a penalty of not less than 1 yen
nor exceeding 20 yen, and also such articles shall be forfeited, burned, or subjected
 to the proper disposition.
ARTICLE 40: Violators of article 9 from the first to the fourth clauses, articles
10, 11, and articles 14-16, shall be liable to a penalty of not less than 20 sen
nor exceeding 1.90 yen. :
ARTICLE 41: Members who fail to pay the tea association dues without any
reason shall be liable to a penalty of five times the amount.
ARTICLE 42: Persons who violate article 13 shall be liable to a penalty of 20
times the fixed amount.
ARTICLE 43: Persons who do the acts prohibited in article 12 shall be liable
to a penalty of 1 yen and 90 sen, and also in case the old tea is mixed the dealings
 prior to the 80th of May shall be suspended, and in case the dust is mixed
the tea shall be cleaned.
ARTICLE 44: Persons who refuse to submit to the punishment prescribed in
the foregoing articles shall be reported to the authorities.
ARTICLE 45: When the imported teas from other Provinces or Prefectures are
found to be objectionable under article 8 and also article 9 of the agreements of
the Central Tea Association such tea shall be forfeited, burned up, or shipped
back to the consignor.
Section VIIIL.—Finance.
ARTICLE 46: The fiscal year of this office shall begin in April of the year and
end in March of the ensuing year.
ARTICLE 47: The expenditures and cargo tickets of this office and of each
tea association shall be assessed pro rata and shall be made according to the
circumstances of the tea association concerned. The collection may be made
separately by a resolution of the committee.
ARTICLE 48: The final day for the report of the receipts and expenditures of
this office for every fiscal year shall be the 30th of June of the following year.
ARTICLE 49: The pro rata assessment shall be less than 20 sen, and the cargo
tHckets in red shall be 15 sen apiece, 10 sen apiece for the export tickets for
foreign countries, and 18 sen for the blue cargo tickets; provided that 12
more sen is added for the time being to the blue, thus making the total 30 sen.
ARTICLE 50: The pro rata assessment shall be collected at the time of the
delivery of a certificate at each tea association, and the prices of cargo tickets
shall be collected from the persons who use them; provided that, at the time
of the marketing of tea, the buyers shall receive 2 sen; for the time being 3
sen per 1 kamme from the sellers for the price of cargo tickets.
ARTICLE 51: The standard assessment for tea-making machines used in respective
 associations shall be 1 yen per set. It may be, however, distributed
according to the kinds and sizes of the said machines, or it may be apportioned
according to the circumstances of the association concerned.
ARTICLE 52: When each tea association handles respective cargo tickets, the
amount thereo? shall be paid immediately to this office.
ARTICLE 53: In case the purchase of other cargo tickets is requested of this
office during the season, they shall be used only before the close of the following
fiscal year, and after such term is passed, this office will not redeem the same.
ARTICLE 54: No amount of appropriation allotted to a tea association shall be
ased for other purposes than those stipulated, except for work and office
expenses,
ARTICLE 55: When ‘this office is obliged to make an extra outlay besides the
Axed amount, or requires to interchange the appropriation stipulated in the
items of expenditure, it shall be done by resolution of the standing committee;
in such cases, however, the proceedings, together with the closing account,
shall be reported to the regular council of the following year; provided that
no salaries can be interchanged or increased.
