markets, such as investments of foreign capital in local industries, the employment
of foreign managers or engineers in local enterprises, ecncessions to for-2ign
syndicates or capitalists, discrimination in banking or transportation facilities,
the activities of foreign governments, ete.
The above inquiries are discussed at some length in the following
section (pp. 8392 to 434).
Question 12 of the manufacturers’, 11 of the exporters’, and 10 of
other schedules was answered on 740 or 37 per cent of the schedules
returned. This question read:
Please give what facts you can in regard to foreign concerns or combinations
dumping ” either in the United States or in other markets.
The replies to the above inquiry are not included in the fuller discussions
in the following section, for the reason that it was the opinion
of the Commission that this subject pertained more to the work of
the Department of Commerce, and the material received has therefore
been transmitted to the Secretary of Commerce for his consideration
and treatment.
The number who answered and the number who failed to answer
these questions, namely, 9 to 12, of manufacturers’ schedules and the
corresponding questions of the schedules for the other three classes
are tabulated below:
