ARTICLE IV.

In the event of Mr. Campbell in his capacity as aforesaid, claiming that the
penalty provided in Article II of these presents, is insufficient to protect him
against infractions of this contract committed by one of the undersigned, his
claim shall be submitted to one of the arbitrators designated in Article XXI
of the contract of association concluded between him and the French makers
of metallic capsules.” The arbitrator shall be chosen by lot.
The arbitrator shall decide finally and without appeal on the amount of indemnity
 due to Messrs. Betts &amp; Co. by the delinquent.

ArTiciE V.

In the course of the month of April in each year the manager of the assoclation
 shall render to Mr. Campbell in his capacity aforesaid an account of the
result of the control carried out by him,
ArTIiCIE VI.

The duration of the present contract shall be equal to that of the contract
of association in participation entered into between all the undersigned.

IODINE COMBINATION.

The following is a translation of the constitution of the Iodine
Combination (Combinacién de Yodo) in Chile, which was formed in
2 and was still in existence in March, 1916.2 (See Pt. I, pp. 205-208.

ConstrruTioN oF THE IopiN COMBINATION.

ArTicLE 1. This Is to establish an association among the producers and holders
 of stocks of iodin on the Pacific coast, called the “ JIodin Combination,”
with domicile at Iquique,
ArT. 2. All the members of the combination bind themselves to fulfill the
provisions of this constitution, with the amendments made according to article
26 thereof.and under the responsibilities and penalties established therein;
and equally to fulfill the obligations under an agreement of consignment and
agency for the sale of iodin which, in fact, is made with a concern in Europe,
according to section I of article 18.
The indemnities for damages and the fines which are declared and made
effective according to this constitution shall be considered as civil obligations
contracted in favor of the other members of the association.
ART. 8, The duration of the association shall be from April 1, 1894, to March
81, 1897; but if no member shall have given notice in writing to the board of
directors prior to September 30, 1896, that he desires to retire, the combinaton
 shall, in fact, be prolonged for another term of three years, or until March
31, 1900, and thus, in continuation, indefinitely. Nevertheless, any member
may retire at the end of ahy period, by advising the board of directors in
writing six months in advance. }
OBJECTS OF THE ASSOCIATION.
ArT. 4. The objects of the association shall be:
A. To come to an understanding with the producers of fodin in other countries
 in order to furnish, by means of agents appointed for this purpose, all
the iodin that may be necessary for consumption;
B. To make an agreement with a concern in Europe for the consignment and
sale of the iodin exported by members of the combination;
C. To promote by all possible means the consolidation of the combination
end to secure as members new producers and holders of stocks, who may later
present themselves; and, especially,
D. To procure an increase in the applications of iodin by means of a propaganda
 in favor of its consumption, and prizes of money to the best studies
which treat of new uses for iodin.
