To the chief of the British Mission.
Dear Mr. Lockhart,
You are already acquainted with the extremely displeasing
Jffair of the Tcheco-Slovaks who have openly mutineered in Siberia
und have seized there some railway lines with the result of battes
 being waged with much bloodshed. Telegrams written in conventional
 language have been seized showing the connection between
 this movement and counter-revolutionary plots. Now military
ommissaries are informing us that connections have been disclosed
between the Tcheco-Slovaks and the British representatives. When
we learn details of this affair we will communicate with you. At
the present moment we request you to use your moral influence
upon the Tcheco-Slovaks in order to induce them to cease ths
struggle and to deliver their weapons. We agree that they should leave
the country but they must be immediately disarmed. The affair is
very serious and we are sure that you will help us in breaking the opposition
 of the mutineers.
