Me placerai uniquement au point de vue défense front contre Allemands
 et Musulmans, mais pour cela il faudra prendre parti pour cosaques.
Jusqu’à présent Anglais n’ont pas pris position.  Estime que front de
Rostoff c’est à dire Kouban devrait être sous notre direction, Anglais
restant au Terek, dans ce cas vous demanderai directives et sur quels
crédits je pourrai compter.

12 June 1918.

The Commissariat for Foreign Affairs begs to inform the Consul
General of the United States of America concerning the seizure of ships
belonging to the Russian Mercantile Voluntary Fleet by the American
authorities without the knowledge of the Government of the Russian
Socialist and Federative Republic.

In the hope of receiving from the American Government, with the
least possible delay, the necessary detailed explanations, the Commissariat
 begs to bring to your notice the information at its disposal.
The cases in question are—1) the ship «Simpheropol», seized in
Manilla approximately 10—15 April last. The agent of the Mercantile
Voluntary Fleet has sent in a protest to the American Consul concerning
this case. 2) The ships «Nijni-Novgorod», «Toulan and «Kichineff» were
chartered towards the end of last year for transport service on the Pacific
Ocean with the promise that they would be.sent to Vladivostock towards
the middle of April or later, but at the beginning of April thesë ships
were seized by orders given by the Government of the United States.

being merely the declaration made by the Government of the United
