_ Applying to you as dean representatives Vologda and relying on
riendliness you and your government always shown Russia we draw
your attention to inexplicable and unjustifiable British advance. After
having shot down members of Soviet in Kem and occupied Soroki,
Britishers have now advanced to Soumski-Possad twenty versts east direction
 towards Onega. Such movements have no connection with German
menace from Finland : movements towards southeast exclusively against
us who gave no cause for this breach of peace. We must draw your most
serious attention to development in Russian popular masses of violent
resentment against Britishers, we must count with possibility of outbursts
against which we will take all possible measures but which can be serious
danger. We hope your experience and insight will help in this critical
situation, your presence in Moscow will be great relief.

fn answer to your note of the 12th instant, relative to the alleged
shooting of representatives of the Russian Soviet at Kem, I beg to inform
 you that in consequence of the impossibility of communicating with
Mourmansk I have been unable to verify. this information. I am now
informed by His Britannic Majesty's Envoy at Vologda that the information
 is incorrect and further, that the British Admiral at Mourmansk
has already invited representatives from the Russian Soviet at Archangel
to proceed to Kem in order to convince themselves on the spot of the
complete incorrectness of these reports. 1 understand that the Russian
representatives at Archangel have already availed themselves of this invitation.
