Vologda.

I received from you copies of the telegrams exchanged between
you and the People’s Commissary Chicherin of which I was already informed
 heretofore. I regret to have to note that these telegrams do not
contain any answer to my inquirey nor a realisation of the promise given
to me on the 12 th inst. You promised to submit to a new decision the
question of your going to Moscow as soon as you will be in receipt of
information about German demands raised in connection with the assassination
 of Count Mirbach. You have received this information from me
and I am therefore constrained to ask you by the present to fulfil the
promise given me by you on July 12th to convoke the Diplomatic Corps
and to reply to me in its name whether you are willing or not to respond
to the invitation of the Russian Government. -
I should be much obliged to you if I shall receive an answer even
