even when they stay less than twenty-four hours.
The latter should be reckoned as a separate group,
disregarding if necessary their usual place of
residence.

rhe following were not to be regarded as tourists:

Persons arriving, with or without a contract, to
take up an occupation or engage in any business
activity in the country.

Other persons coming to establish a residence in
the country.
Students and young persons in boarding establishnents
 or schools.

Residents in a frontier zone and persons domiciled
in one country and working in an adjoining country.

Travellers passing through a country without stopping
 even if the journey takes more than twentyfour
 hours.
(b) IUOTO

IUOTO accepted the above definition of the League of
Nations Committee of Statistical Experts but recommended the
following amendments after its Dublin, 1950, and London, 1957,
meetings. It was recommended that:

Students and young persons staying abroad in boarding
 establishments or schools should be included in
the definition of a tourist.

Excursionist and transit travellers should not be
treated as tourists.

The terms were defined as follows:

"The term 'excursionist' shall, in principle, be
interpreted to mean any person, travelling for
pleasure for a period of less than twenty-four
hours in a country other than that in which he
usually resides and not undertaking any gainful
occupation in that country."

"The term 'transit traveller' shall, in principle,
be interpreted to mean any person traversing a
