Residents in a frontier zone and persons domiciled in one
country and working in an adjoining country.

IUOTO accepted the above definition of the League of Nations Committee
 of Statistical Experts but recommended the following amendments after
its Dublin, 1950, and London, 1957, meetings. It was recommended that:
i) Students and young persons staying abroad in boarding establishments
 or schools should be included in the definition of a
tourist.
Excursionist and transit travellers should not be treated as
tourists.

The terms were defined as follows:

"The term 'excursionist' shall, in principle, be interpreted to
mean any person travelling for pleasure for a period of less
“han twenty-four hours in a country other than that in which he
usually resides and not undertaking any gainful occupation in
that country."

"The term 'transit traveller' shall, in principle, be interpreted
 to mean any person traversing a country, even if for a
period of more than twenty-four hours, without stopping, or a
person traversing a country during a period of less than twentyfour
 hours, provided that any stops made are of short duration
and for other than tourism purposes."

(cc) United Nations Statistical Commission, 1953
The United Nations Statistical Commission defined visitors as:

"non-residents intending to remain for a period of one year or less
without exercising an occupation remunerated from within the country
(including their dependents) ."

It recommended sub-dividing this category according to the purpose of
the visit as follows: (i) transit; (ii) holiday; (iii) education
(teachers, students, others); (iv) business; (v) other visitors.
