general terms, the definition of "visitor" as recommended by the 1963
United Nations Conference in Rome and felt that countries should decide
individually whether to use the category "day visitor" or "excursionist".
The Commission declared, nevertheless, that for most countries it was
essential that, whichever term was used, travellers making visits involving
 no overnight stay should be distinguished from those staying in accommodation
 within the country.
'h) United Nations, Guidelines for Tourism Statistics, 1971

In accordance with a recommendation expressed by the United Nations
Statistical Commission, 1968, the United Nations Conference on Trade and
Development (UNCTAD), in cooperation with the Statistical Office of the
United Nations and IUOTO drew up a set of Guidelines for Tourism Statistics,
 which were published in 1971, The starting point for the Guidelines
consisted of the report of the Expert Group, and the recommendations of
[UOTO contained in a manual entitled Guidelines for the Collection and
Presentation of Travel Statistics which was endorsed by the 1969 General
Assembly of the Union in Dublin. Taking note of parallel development in
the field of migration statistics, the Guidelines draw attention to the
fact that persons who are the subject of tourism statistics form only part
of the total movement of travellers, both residents and non-residents.
Among non-residents, the United Nations System of National Accounts discinguishes
 the following categories:

Persons visiting the country for less than one year, specifisally
 for purposes of recreation or holiday, medical care,
religious observances, family affairs, participation in international
 sports events, conferences and other meetings, and
study tours or other student programmes;
Crew members of foreign vessels or aircraft docked or on layover
 in the country:

Foreign commercial (business) travellers who are to be in the
country for less than one year; and foreigners who are the
employees of non-resident enterprises and who have come to the
country for less than one year for purposes of installing
machinery or equipment purchased from their emplover:
Seasonal workers, persons who are, and will be, in the given
country explicitly for purposes of seasonal employment only;

Official diplomatic and consular representatives and members
of the armed forces of a foreign country who are stationed in
Lhe country;
Employees of international bodies who are not citizens of the
country and are on a mission of less than one year's duration.

Of these categories, the persons described in (i), (ii), (iii) and
(vi) would come within the definition of a visitor given above, while
those in (iv) would fall outside it, since they are remunerated from
within the country, as would also (for the same reason) border workers who
cross the frontier regularly to work in one country while living in
another. Foreign diplomatic and military personnel stationed in the
