country (mentioned in (v)) are a special category of non-residents who are
considered to be working in foreign enclaves, and for purposes of compiling
 tourism statistics they should not be regarded as visitors to the
countrv in which they are stationed.

Among the persons defined above as "visitors" a distinction can be
drawn between:
Tourists, i.e. visitors staying at least one night in the country
 visited; and
Excursionists or day visitors, i.e, all other visitors. The
special characteristic of excursionists or day visitors is that
they do not stay overnight within the country.

The Guidelines stress the importance of distinguishing between these
two kinds of visitors, since, in tourism planning the "excursionist" or
"day visitor" may be ignored in estimates of accommodation required.

The Conference took note of the Guidelines for Tourism Statistics,
finding them a useful contribution to the establishment of internationally
comparable country data on tourism and drew the Guidelines to the attention
 of the Statistical Commission of the United Nations for possible consideration
 at a future session.

Definitions recommended by IUOTO and employed by member countries
(a) (i) Visitor
Application: the term "visitor" has been applied to those travel
statistics which conform to the definition of a "visitor" as recommended
by the United Nations Conference on International Travel and Tourism, Rome
1963. In general, statistics of visitor arrivals include all visitors
whether staying for twenty-four hours or overnight or not.
(ii) Tourist

Application: the term "tourist" has been applied to those travel
statistics which conform, or very closely conform, to the definition of a
"tourist" as recommended by the United Nations Conference on International
Travel and Tourism, Rome 1963. In general, statistics of tourist arrivals
include only those visitors staying for longer than twenty-four hours or
those staying overnight in accommodation provided within the country (i.e.
excursionists are excluded).
(iii) Excursionist
Application: this term has been applied to visitors arriving in a
country for a stay of less than twenty-four hours or to those who do not
stay overnight in accommodation in the country visited.
