possibly  Russia  and  France  also,  will  take  place  before  the  new  series  of
German  commercial  treaties,  to  take  the  place  of  the  existing  treaties  on  their
expiration,  is  negotiated,  resulting  in  further  modification  of  the  proposed  new
rates.  But  as  we  already  accord  to  Germany,  in  the  matter  of  trading  privileges,
a  vast  deal  more  than  any  of  these  nations  are  prepared  to  give  in  exchange
for  tariff  concessions,  it  appears  to  us  specially  important  that  our  views  with
regard  to  these  tariff  proposals  and  their  probable  effect  should  be  clearly  placed
before  the  German  Government.  In  our  opinion  His  Majesty’s  Government
have  an  equitable  right  to  expect,  if  not  specially  favourable  treatment  from
Germany,  at  least  that  their  tariff*  proposals  should  not  be  so  framed  as  to
damage  our  interests.
