current expenses. Any net earnings of the Pos 
tal Savings Bank in addition to the amount 
necessary to establish and maintain the afore 
mentioned reserve fund shall be utilized by the 
postal savings bank investment board for the 
purpose of increasing the rate of interest paya 
ble on deposits in the Postal Savings Bank. 
Sec. 21. The public good requiring the speedy 
enactment of this bill, the passage of the same 
is hereby expedited in accordance with section 
two of “An Act prescribing the order of pro 
cedure by the Commission in the enactment of 
laws,” passed September twenty-sixth, nineteen 
hundred. 
Sec. 22. This Act shall take effect on its 
passage.
