A comparison of the state figures in Table 16 with the functional data in Table 17 can readily be made, if it is kept in mind that the state bonds shown for 1922 and later years were issued for only two purposes, highways and soldiers’ bonus. Of the $25 million issued in 1922, $15 million were for the payment of the soldiers’ bonus. In 1924 an additional issue of $3.6 million was floated for this purpose.
