CHAPTER V. NATIVE COTTON INDUSTRY IN THE TERRITORY OF THE MOZAMBIQUE COMPANY. (This item was dealt with by the Cotton and Agricultural Sections jointly.) SENHOR L. pe Sa PEREIRA made a statement as follows : — The native Cotton industry in the Territory of the * Companhia de Mocambique,” principally in Chemba, has given very satisfactory results, and all the matters regarding Cotton are receiving the careful attention of the Government. Instructions have been given to the authorities and the crops are frequently inspected by the Technical Officers of the Department of Agriculture, especially the Entomologist, Monsieur le Baron de Surcouf. Regarding insect pests and diseases, a very important work has been carried out last year—the disinfection and fumigation of all seed cotton for sowing purposes. This has been general in the Territory, also in the European crops; and I had the honour to suggest to my Government the compelling of disin‘ection by regulation. The ** Companhia de Mocambique " will supply the necessary means to carry out the disinfections and fumigations at all the ginneries. An official seal will be put on the bags of disinfected seed cotton, and the selling of non-sealed bags for sowing purposes will be strictly forbidden. The operation will be carried out under the ‘supervision of the Department of Agriculture. Last year, all this work at Chemba has been controlled by Monsieur le Baron de Surcouf. Taking into consideration the suitable conditions of the soil and climate, the exceptional adaptability of the native to cotton growing, I hope a great development of this industry will be a fact after few years. The most important native growing exists at Chemba. This district is, relatively, very populous, and the population is growing rapidly. ~~ Formerly, the variety grown was Uganda, being now a special type of some interest. Ail the seed cotton picked by the natives is sold to the Mozambique Industrial and Commercial Company Limited, this operation being controlled by the Administrative authorities of the * Companhia de Mocambique.”” The cotton is ginned and baled at Nova Chupanga in the Mozambique Industrial factory. The natives make two classes of seed cotton, white and dirty. The seed for sowing purposes is taken from the best classes of cotton, and the following instructions have been given to the ginnery:— 1. To reserve for sowing the seeds taken from the first pickings. 2. To inspect the arrivals of seed cotton, in order to see if the seeds are. suitable for sowing purposes. The rules to follow in this examination are: — (a) The analysis of the staple (length and elasticity). (b) The percentage of germination of the seeds. 8. To gin separately the different varieties. and to clean the floor and pipes before changing the lots. 137
