TRANSITHANDEL UND VEREDLUNGSVERKEHR. Nach dem österreichischen Zollgesetz kann grundsätzlich jede Ware, die zur Wiederausfuhr bestimmt ist, gegen zollamtliche Vormerkung in das Inland zollfrei eingeführt werden. Besonders dient dieser Vormerkverkehr für die Einfuhr von Waren zum. ungewissen Verkauf, für die Muster von Handelsreisenden, für Ausstellungsgüter, für Waren zur Ausbesserung und für Waren zur Ver- edlung. Beim Eintritt der ausländischen. Ware in den inländischen Vormerkverkehr ist der Zoll entweder sicherstellungsweise bar zu erlegen, oder anderweitig zu sichern (Hinterlegung einer Bank- garantie, pupillarsicherer Wertpapiere u. dgl.). Diese Form des Vormerkverkehres gilt natürlich nur für die Waren, welche den zollämtlichen Gewahrsam verlassen (gebrochener Transitverkehr). Wenn Waren den Zollgewahrsam nicht verlassen, erfolgt die Durchfuhr einfach im Begleitschein- oder im Ansageverfahren. Eine besondere Art des Vormerkverfahrens ist das offene Lager auf Vormerkrechnung. Es besteht darin, daß kreditfähigen und vertrauenswürdigen Kaufleuten das Recht erteilt wird, in ihren Geschäftslokalen gegen einmalige Sicherstellung zollpflichtige Waren zollfrei einzulagern. Der begünstigte Kaufmann ist berechtigt, aus diesem Lager Waren für das Inland ohne weitere Formalität zu entnehmen; Waren für den Auslandsverkehr dürfen nur unter Zollamtsassistenz entnommen werden, Jeden Monat ist dem Zollamt die Entnahme für In-, und Ausland abzumelden und die entsprechende Zollfälligkeit zu bezahlen. Diese Einrichtung ermöglicht dem Wiener Kaufmann, ein reich sortiertes Lager in in- und ausländischer Ware zu halten. Außerdem ist die Tatsache, daß ein Kaufmann ein solches offenes Lager halten darf, für ihn eine bedeutende Empfehlung, da Kredit und Vertrauenswürdigkeit eine Vorbedingung für die Gewäh- rung des Lagers sind und beim geringsten Mißbrauche das .Lager entzogen wird. Die Besitzer solcher Lager sind im „Transitverband“, Wien, I., Stubenring 8—10, und III., Vordere Zollamts- straße 3 (Zolltechnisches Bureau) organisiert. Neben dieser Sonderform des Zollfreilagers gibt. es natürlich die verschiedenen Formen der Zollager, wie zum Beispiel öffentliche Zollager, Zolleigen- lager usw., die in der Zollagerordnung geregelt sind. Bei allen diesen Zollagern ist der Zutritt zur Ware nur unter Zollamtsassistenz mörlich. Transit and Refining Trade. Under the Austrian Customs Law all goods destined for re-export can be exempted from duty when imported into Austria, if entered on a special customs house “register” (Vormerk- verkehr). This method is generally resorted to with regard to goods, whose sale is uncertain, with regard to the sample-sets of commercial travellers, with regard to exhibition objects and goods which are to be repaired or to be refined in the country. When goods enter the Austrian customs territory under these provisions the amount of the duty is deposited as a security either in cash or in the form of a banker’s guarantee, of trust funds, or in other similar manners. This refers to goods only which at a given time pass out of the control of the customs house, ie. it refers to “broken” or interrupted transit trade (‘“gebrochener”” Transitverkehr). For goods, which in their passage through the country remain continually under ‚ customs house control, a simpler proceeding has been established, reyuiring the issue of one customs house document (Begleit- schein) only. A special kind of the “register” system (Vormerkverfahren) is applicable to “private stores in register account with the customs house” (Offenes Lager auf Vormerkrechnung). Under this system trustworthy firms of good standing are permitted to stock foreign goods, provi- sionally exempted from duty, against a security deposit. Such firms are entitled to sell in the country without formality any amount of the foreign goods on which provisionally no duty has been paid. If it is desired, however, to re-export goods, they can be taken from the stock in the presence of customs house officers only. A list of all goods sold (in the country‘ and abroad) is sent regularly every month to the customs house and duties due on inland sales are then payable. This enables Vienna merchants. to keep‘a richly assorted stock of foreign and home-made goods. The fact that a merchant is authorised to avail himself of this method serves, besides, to inerease his reputation, as g00od standing is a primary condition for the granting of this facility, which is withdrawn at once, if misused. The owners of such stores are organised in the “Transitverband”, Vienna, I., Stubenring 8—10, and maintain a bureau for technical questions arising out of the provisions of the Customs Law, at Vienna, IM., Vordere Zollamtsstraße 3. Various other kinds of bonded stores are also in existence, e. g. public bonded stores, bonded stores on a private firm’s own premises, etc. In these latter cases access to the goods is permitted in the presence of eustoms heuse officers only and the goods, while in the country, are kept permanently in bond.
