It is apparent. from Table 78 that the instances in the upper groups apply primarily to the early and middle years, and those in the lower groups to the later years. Moreover, certain of the dis- tricts supply the cases for the upper as do others of them for the lower groups. Accordingly, the amounts for the districts and years should be presented in other ways.
