Of $6,120,000,000 total operating revenue of Class I railways in 1925, $2,660,000,000 (excluding items for labor chargeable to capital account) or 43 per cent was spent for labor, compared with 44 per rent in 1924 and 1923: 5514 per cent in 1920, and 38 per cent in. 1916. Taxes re- quired $359,000,000 or 5.9 per cent of the total operating revenues; in 1924 taxes accounted for 5.7 per cent; in 1923, 5.3; in 1920 and 1916, 4.4 per cent. In 1925 there remained 18.3 per cent of the total Operating revenues as net railway operating income with which to pay fixed charges on bonded debts and returns on other capital em- ployed.
