Little comment is necessary. The one fact brought out in the table is presented in the first row of figures. Of the 608 foreign born inmates of Canadian penitentiaries in 1921, 526 (that is 80.5 p.c.) were aliens. The second section of the table expresses the same fact in another way. The proportion in penitentiaries of the alien foreign born: was 179 per 100,000, while that for the naturalized foreign born was only 20 per 100,000.
