The combined data show results that are significant, but further analysis is necessary before final conclusions may be reached. .Carroll County shows a much higher rural ratio than urban ratio. On the other hand, the urban ratio for Clark County is much higher than the rural ratio. Other similar differences might be noted. While the rural ratio computed from the combined data is somewhat higher than the comparable urban ratio, the difference is not so great as to be particularly significant. The data would seem to indicate, however, that in certain counties the same standards were not used in assessing urban and rural properties.
