Die älteste amerikanische Handelskammer ist die von New 
York, welche im Jahre 1768 gegründet und 1772 inkorporiert 
wurde. Auch New Haven (Conm), Charleston, Philadelphia, Balti 
more und Boston besitzen schon seit einem Jahrhundert oder 
länger Handelsvertretungen, welche freilich im Laufe der Zeit teil 
weise Namen und Zwecke mehrfach gewechselt haben. In den weiter 
westlich gelegenen Städten begann die Organisation der kaufmänni 
schen Interessen gleichfalls schon verhältnismäßig früh. In Chicago 
wurde 1848 ein Board of trade begründet; auch Detroit, Milwaukee, 
Cincinnati, St. Louis, Toledo, Minneapolis u. a. schüfen schon vor 
einem halben Jahrhundert Handelsvertretungen. 
Die amerikanischen Handelskammern sind bei aller sonstigen 
Verschiedenheit sämtlich private Vereinigungen von Handel- und 
Gewerbetreibenden, welche in Form einer Charter vom Staate 
Korporationsrechte erhalten haben. Eine Chamber of commerce 
oder ein Board of trade besitzt so wenig wie irgend ein 
Fach verein behördlichen Charakter. Nur ausnahmsweise sind 
ihnen öffentlich-rechtliche Funktionen übertragen. Die Handels 
kammer Boston übt die Kontrolle über die Sortierung in den 
Kornlagerhäusern aus, die Handelskammer New York hat die 
Kommission, welcher die kommunale Untergrundbahn unterstellt 
ist, eingesetzt und ernennt die Lotsen. Derartige offizielle Be 
fugnisse sind aber selten. Sie begründen nicht die Bedeutung 
oder das Ansehen der Kammern, sondern sind eher nur als ihre 
Folgen zu betrachten. 
Im einzelnen sind nun die amerikanischen Handelsvertre 
tungen außerordentlich verschiedenen Charakters. Sie führen 
ü Das Handelskammerwesen der Vereinigten Staaten von Amerika 
ist ganz ausserordentlich vielgestaltig. Wir haben deshalb darauf ver 
zichtet, eine ausführliche Schilderung von den Verhältnissen der ganzen 
Union zu geben. Vielmehr beschränken wir uns darauf, wiederzugeben, 
was unser volkswirtschaftlicher Beirat, Prof. Dr. Jastrow, in seinem Bericht 
über eine volkswirtschaftliche Studienreise durch Nord-Amerika im 
Jahre 1904 über die Handelsvertretungen der von ihm studierten Orte 
mitgeteilt hat. Zu diesen Orten gehören nicht die Städte des Südens 
und des ferneren Westens, obwohl die Handelskammern von New-Orleans 
Oharleston S. 0. und Atlanta, sowie die von San Francisco und Los An 
geles einen bedeutenden Ruf besitzen.
