D. DIE WAHLREKLAME. 
I. Allgemeines. 
Die Wahlreklame bildet ein Zwischending zwischen der 
Personen- und Ideenreklame. Schon in frühen Zeiten be- 
deutete die Wahl einer bestimmten Person gleichzeitig die 
Entscheidung für ein bestimmtes Programm. Die Wahl des 
Themistokles zum Feldherrn beinhaltete gleichzeitig die Ent- 
scheidung über die Gründung der Seemacht Athens und den 
Ausbau der Flotte, die Niederlage des Aristides bedeutete 
den Verzicht darauf, Athen ausschließlich durch das Landheer 
zu schützen. 
Im Mittelalter und in den ersten Jahrhunderten der 
Neuzeit konnte sich eine regelrechte Wahlreklame wegen der 
absolutistischen Regierungsart nicht entwickeln. Für die Wahl 
der kirchlichen Würdenträger oder der deutschen Kaiser durch 
die Kurfürsten war wegen des beschränkten Wählerkreises eine 
Reklame begreiflicherweise nicht notwendig. Nach Einführung 
der Konstitution in den meisten Staaten im 19. Jahrhundert 
setzte bald eine durchgreifende Wahlreklame ein. Um. eine 
entsprechende Wirkung der Reklame zu erzielen, und ihr auf 
alle Bevölkerungsschichten überzeugende Wirkung zu verleihen, 
werden fast alle Mittel der Geschäftsreklame verwendet. 
Im nachstehenden werden, um Wiederholungen zu ver 
meiden, lediglich diejenigen Mittel der Wahlreklame bzw. 
deren Formen näher besprochen, welche ausschließlich Wahl- 
zwecken angepaßt sind. 
Il. Das lebende Wort. 
Die Reklame durch das lebende Wort ist uns aus der Ge- 
schäftsreklame bereits in Form der Ausrufer bekannt. Eine 
ganz andere Bedeutung hat dieses jedoch für die Wahlreklame. 
Hier obliegt die Redneraufgabe in der Regel den sozial hoch- 
stehenden und angesehenen Persönlichkeiten, bei denen im 
Gegensatz zu den Ausrufern u. dgl. auch der Schein einer
