Wenn eine zweite Kammer oder eine souverän regierende Versammlung nutzlos ist, es Sei denn, dass sie aus Männern bestehe, die das Volk im Ganzen (at large) gewählt und beauftragt hat, — warum soll ich es nicht aussprechen? Wenn Beide, oder eins von Beiden zu Etwas nutz ist, so lasst das den, der das denkt und sagt, beweisen!“ In der That, es ist kein Grund einzusehen, warum Bent- ham das nicht sagen sollte, Das schon längst ausgesprochene als Urwahrheit betrachtete Wort, dass von Natur Niemand zum Wohl des Volkes herrsche, sondern nur dann, wenn be- sondere Einrichtungen sein Interesse und das der Gesammt- heit zusammen fallen lassen, war ja schon eine unbedingte Verdammung des Königthums und der Aristokratie. Ich kann kaum finden, dass der oben citirte Satz viel stärker ist, als die schon in früheren Schriften so häufigen Auseinandersetzun- gen darüber, dass die Regierenden die natürlichen Feinde des Volkes seien 5. 1) Z.
