Bentham. 273 In der Einleitung zum Reformkatechismus wird zwar nur Aufsteigen zur Demokratie gewollt, die representative Demo- kratie aber auch’ als das nothwendige Ziel hingestellt, und es heisst, der einzige Rechtfertigungsgrund für die Monarchie sei die- Legitimität, für die Aristokratie der Satz, dass Besitz Tugend ist. Nur das anerzogene englische Gefühl der Hochachtung vor dem König scheint bei Bentham selbst eine Art von Staunen über seine Kühnheit hervorgerufen zu haben, als er zuletzt mit dürren Worten den König als nutzlos bezeichnete, Der Fortschritt liegt nur in dem leidenschaftlichen Ausdruck. Die politischen Ideen Bentham’s in ihrer letzten Ausbil- lung liegen uns am deutlichsten vor in seinem letzten unvoll- endet hinterlassenen Werk, dem „Constitutional Code“. Dieser Codex soll zunächst für Republiken brauchbar sein, aber uch in England für diejenigen, die durch allmälige Umbildun- Sch. auf Republik zusteuern. Dass wir zunächst wieder das Nützlichkeits- und das Interessen- Verbindungsprineip und sonst °ndlose Wiederholungen finden, ist selbstverständlich. Ganz bestimmt wird die repräsentative Demokratie als einzig gute Regierungsform hingestellt. Selbst radicale Par- lamentsreform ist ungenügend (Werke Bd, IX, S. 144), so lange die Lords und der Könige bleihen. „Das Ganze (d.h.
