For many years considerable attention has been given to building regu lations and to their enforcement ; and the bye-laws as recently revised are very detailed and stringent. They divide the municipal area into four districts— (1) the centre of the town, (2) other portions of the town already completely built over, (3) portions of the town now being taken up for building purposes, (4) the " residential district.” The third of these divisions is again sub-divided into (a) areas in which no special advantages under the building bye-laws are given to factories, (b) areas in which such advantages are given, (c) areas in which factories may not be erected at all. For all these various areas there are differences in the regulations. The houses which may be erected are divided into houses for one or two families, and houses for more than that number. The height of the houses which may be erected is fixed in relation to the width of the streets. Thus in district Ho. 1 the height of the front of the houses may not exceed 37 feet 4 inches if the street is not more than 26 feet wide ; and for every increase in width beyond that amount the houses may be increased a corresponding amount in height, with a maximum of 58J feet. In districts of the second class the height of the houses may not normally exceed the width of the street, but in streets less than 29J feet wide houses of this height may be erected, and with a width of from 29J to 40J feet a height of 40J feet is permitted ; the maximum in these districts is also 58J feet. In districts of the third class the maximum is 40^ feet, except for factories, which may have a height of 74 J feet, or more with special permission. For the residential quarter no such limit is prescribed. Dwelling-houses in the first and second districts may not be of more than four stories, including the ground floor and a mezzanine floor, and also the attic floor if more than half of it is intended for dwelling-rooms. Basements are counted as a story if the ceilings are more than 8 feet 1 \ inches above the level of the pavement. In districts of the third and fourth class the houses may not be more than three and two stories respectively,.
