Housing and Rents. 
It has already been remarked that the municipal authorities have been very 
active in the enforcement of building regulations, and one result of this is that 
in the newer parts of the towns slums do not exist, and can hardly come into 
being in the future, whilst in the older streets they are rapidly being cleared 
away. There are, of course, many poor streets in which the housing conditions 
are very unsatisfactory, but there are few absolute slums. There are very few 
“back-to-back” houses, and no basement dwellings. The sanitary administra 
tion of the town is good. 
The predominant type of house is one of three or four stories (including the 
ground floor and the attics, if such exist) in a new and broad street, and 
intended for six or eight families : generally it is of brick faced with stucco. 
The normal dwelling is of two or three rooms, including the kitchen, which here 
is always reckoned in the number of rooms ; each tenant must provide his own 
stoves, and usually therefore the number of rooms which are heatable depends 
on the means and inclination of the tenant. Of 2,793 dwellings whose rents 
were classified for the purpose of this report, 1,320 or 47 3 per cent, consisted of 
two rooms and 1,156 or 41*4 per cent, of three rooms.
