For skilled men as a whole, and for municipal employees, the North Sea 
Ports thus show the highest level, whilst for unskilled men in the engineering 
and building trades the level is high—quite abnormally so in respect of the 
building trade. The general level of wages is high for skilled and unskilled 
alike in the Rhineland Westphalia hardware towns, whilst the lowest position is 
taken by the Baltic Ports.

for each of the occupations selected for the purpose of comparison between the 
various towns.
